Philip leads Penna’s consulting practice on public sector management. In his career, he has advised over 200 clients in both the public and private sector. His clients have included the major departments of state together with most of the UK’s larger local authorities and parts of the NHS. His particular areas of expertise are in capacity improvement, leadership and organisational development, career planning, managing in transition and the establishment and management of strategic partnerships.
Philip has led on the public sector in Penna, prior to being appointed as Head in 2006. He leads the public sector bid team and manages several key government department-consulting assignments in addition to key framework agreements.
Since 2001, he has been developing Penna’s footprint across the public sector running projects at the Department of Health, DCA, the Cabinet Office, the NHS Modernisation Agency and across several local authorities.
He co-launched the PiPS team within Penna – the first sector-based consultancy led team to work across Penna’s capabilities in recruitment, assessment, change management and career consulting. Currently this business represents a third of all Penna’s business.
