The announcements in October 2010 in the Comprehensive Spending Review (CSR) mark the most significant change in public sector expenditure for more than a generation. In the wake of the announcements, Criticaleye Affiliate, Penna, offers a short review, examining how different parts of the public sector might approach and address specific issues, particularly relating to human capital.

The review is based on numerous anecdotal conversations and paid-for work with leaders from the public sector and the Penna team. It examines five key areas:

• Central Government
• Local Government
• NHS
• Police
• Higher Education
